The closest I know of is AI Dungeon with "AI Model Type" switched to "Classic" in the settings. It doesn't use energy and is based on the open-source (MIT License) GPT-2 AI. The Classic implementation of AI Dungeon is on Google Colab, so it is externally available but I'm not sure about its exact license details and source availability.
