Vacuum petcocks suck. To get fuel into the oil gas has to get past the petcock. The petcock can leak 2 ways: not properly shutting off or having a diaphram issue and leaking fuel into the manifold thru the vacuum hose. "Best" fix is an earlier non-vacuum off-on-reserve petcock. Measure the resistance across the 3 white wires going to the stator. Value should be 0.11 - 0.17 ohm (1-ohm scale). Start the bike and measure the voltage on across the same white wires and it should be 54V or more (250v scale). 2006 Vulcan 900 classic. I've been reading on the web that removing the secondary valves creates problems with cold starting, (0C or 30F). I recieved the belt drive conversion kit from scootworks (it took about 2 1/2 months) for my Kawasaki 800 Classic. The complete installation took me and my wife about 6 hours.
